Permanent Women Cell to Combat Sexual Harassment


 The college has a Permanent Women Cell for Combating Sexual Harassment which has been established as per UGC guidelines. It is a statutory body for the prevention of and action against sexual harassment of women. The main purpose of this Cell is to look into the grievances of teaching staff, non-teaching staff and students, especially in cases of gender discrimination. And take appropriate action.

The formation of Permanent Women Cell for Combating Sexual Harassment was made mandatory by HNB Garhwal  University after the Vishakha Judgment in the year 2001. In compliance of this mandate of the University, the Women Cell was established in our college in the year 2011 .

Regular meetings of this Cell are held  to ensure that the UGC  Regulations (2015)  are followed in totality so far as creation of a  healthy and safe  environment for the girl students and women staff is concerned. As per UGC letter dtd.14 May, 2019, an Internal Complaints Committee(ICC) was  also constituted in the college on 21. 9.2019  as per UGC  (Prevention, Prohibition and Redressal of Sexual Harassment of Women Employees and Students in Higher Education Institutions) Regulations, 2015.

Activities : Besides conducting regular meetings to review the safety  and security environment of the college from gender perspective and to chalk out Annual Gender Sensitization Plan, the main activities of the Cell include  organising  Invited Talks by eminent speakers working in the field of gender equity, organising programs on  gender sensitization ,women Empowerment,  arranging performance of plays/ skits etc by students, based on gender  sensitization and  disseminating the latest information received through  UGC notices, Regulations / guidelines etc.  among the faculty ,staff and students of the college.

Policy Document on Prevention of Sexual Harassment at Work Place

 ·        SGRR (PG) College is committed to provide a harassment free environment to all its stakeholders irrespective of their caste, class or gender . The college has always endeavored  to maintain a workplace that fosters   harmonious, productive working relationships, which  is free of sexual harassment, discrimination and retaliation.

 ·         In order to ensure such a safe and conducive work environment, this Policy has been framed, in line with the provisions of the “Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

·         The Guidelines of  the  Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 shall be followed by  the  Permanent Women Cell  of the college.

·         The college shall put signboards at different places in the college campus to highlight its policy of zero tolerance towards sexual harassment, along with the contact numbers of the members of Permanent Women Cell.

 ·         The composition of the Internal Complaints Committee (ICC) shall be as per the guidelines of UGC (Prevention, Prohibition and Redressal of Sexual Harassment of Women Employees and Students in Higher Educational Institutions) Regulations, 2015.

 ·         The college is committed to ensure that sexual harassment instances and incidents can be reported without fear of reprisal or retaliation.

·         The Permanent Women Cell will conduct fair investigation( as per the procedures laid down in the ‘Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013’   and reach reasonable decision in a timely manner.

 ·         The Cell will organise Gender sensitization programs regularly to acquaint the students, faculties and non teaching staff about the  rules, regulations and procedures of “Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.
